Ok, but why does my pm total drop without even buying any? There are 2 million less troops available to buy than the last time I logged in and I didn’t buy any. Thats the part that confuses me.

Land determines your PM maximum.

PM replenishes continuously while turns accumulate when you're logged out, and it can replenish beyond the maximum determined by your land, so once you login, you could lose units as the PM is recalibrating to your land maximum.

Clarifying remark -

Your PM will decay once you have A) logged in and B) gotten a turn.

So Nitell is of course correct, but that second bit is important to plan stuff out.

So every turn you acquire while logged in, x amount of pm is decayed… yes?

Technically decay and replenish rates are both calculated after you login. The decay is calculated whether you're logged in or not, offsetting some of the replenish rate. Decay also happens before regen. Being logged out won't stop calculation of the decay of goods left on the PM - the replenish is just often higher depending on logout time so you still gain units. Players buyout their PM during a destock phase so the decay is on 0 units that you left at last logout. If your logout time is 0 when another turn is given, then you're seeing those units decay.
