Have 800k spies, and cant get ar egular spyop on people with 300k spies and 25k land ?

WTF is going on with the formulas?

A penalty is applied if the target has significantly more land than the country attempting the spy ops.

hrmz. i guess a 30 SPAL on 10k acres is a much better accomplishment than 30 SPAL on 1k acres depending on the way you look at it.

still think formula favors the defender too much. failing an op loses a hella lot of spies when u have a lot to begin with.

*shrug* I, and a lot of others, think that having spy powerful countries is and always has been a very big part of war mongering gameplay. if a country goes to so much effort to get loads of spies on an average bit of land and manages to get spy tech to a decent level, they should be able to get the op a lot more often than they already do.

i tried to get a normal OP on a country that I had ~ the same SPAL with(if not a bit higher) in express and failed 5x in a row.. that's unacceptable IMO =/
