I think it would be cool to incorporate clan pacts into the game itself for clan servers. unap, fdp, etc. each pact has built in rules regarding hitting, reps, etc.

functionality - clan a sends fdp to sign to clan b. once signed, if a clan b wants to attack clan a... then they need to hit a button to break it, causing offensive penalties for 72 hours.

or

if a clan fails to follow the pact regarding reps regarding land etc, the whole alliance gets penalties... whether it be offensive power, defensive power, land grab gains, etc for a period of time.

also if a country decides to detag a clan, said country will have penalties in offensive power for 72 hours.

And another idea. have a CF section. if a clan sends a CF request, the other clan that accepts it will gain 10% of the other clans revenue for the set.

Mars 2025 had pacts integrated into the game. There were no penalties for breaking a pact though, that be a cool concept to add.

It did allow all spy ops to be shared between allied clans in the game it self which was a cool function.
