Adding in another unit would fundamentally change the game drastically.. warring and netting.. and might call for another resource to be added in.. (water?) Could be interesting though.
Hmm there could be like a set limited amount of water on a market of sorts for the entire server that countries can "water grab" for.. Water could help maintain population/military or something.
