the tech start strategy involves getting some amount of labs, probably around 1900 (minus c-sites), and researching your tech type that you will use for your future strategy. like, get bus and res techs, and then convert to casher (enterprise zones and residences). or get industry tech and convert to commie indy w/ industrial complexes.
at the beginning you get a few farms or indies and sell on the private market for first 80 turns to help fund your way, and after 100 turns you can sell on public. this will raise the money for the labs
Somewhat, I don't even sell on pm after the initial 100 troops/100 bushels sale, I just top off at 100 farms to begin, then start building labs, you do build CSs as you go, ie, you have 20bpt and can only build 19 or less buildings, build CSs till over your current bpt, by doing so you cover both bases, labs and CSs, don't go over 60bpt unless your land target is above 15k acres ;-)
Also, I don't build any Indy for spies until I get ready to tech, usually I start teching once I reach the 400tpt mark, just enough to have some to sell for my next batch exploration so that I have funds to build the empty land.
