Clearly their fans haven't learned their lesson, FIFA already pondering the idea of more severe punishment for their "Puto" chant every time the opposing keeper kicks the ball away, they got penalized already with few games without fans and the slur chant was back in the Gold Cup opener vs TyT.

What do you think should be next step?

We are talking about FIFA. So nothing really serious will happen unless there is huge public pressure. Probably some penalty payment? Ka-Ching! in the pockets of the FIFA .

I read about it briefly. Can't say I have any opinion or well formed thoughts about it tho when I heard the english fans booing the national anthem of the opposing team over and over that annoyed me, and when I saw green laser on the face of the opposing goal keeper that pissed me right off. England got only a 30k euro fine for all that and some more stuff which I gotta say is really weak. It would be strange if this warrants a harsher response than using green laser on the opposing goalie. We dont know the power rating of those lasers but it could lead to career ending damage. A word can't.

I have some good memories from games with Mexico in them so, as do I from games with England in them, so I believe it will be better football if they each attend, tho I would suggest some form of punishment that actually hurts if they actually want to get rid of it. Something like playing X games of the world cup qualifiers without their own fans or even the world cup games. If it hurts their fans directly the fans will be incentivised to behave I should think.

Yeah that laser thing pissed me off too, with today's technology they should be able to isolate the perp and dish out lifetime ban from attending games plus jail time, on the chanting of slurs maybe more fan less matches, escalated if it continues, I was also very bothered by the racial attacks on the youngsters that missed the penalties, that's disgusting especially coming from England that love to belittle Americans when there's racist fluff on the news.
