This was the result of a batch CS build where I ran out of money despite having positive cash flow because the check to afford the building occurred at the start of the batch which did not factor in my lower tax revenues. The alternative is do the pre-approval but then to check each turn to make sure enough cash still exists.

In the title I said this was successful, and while I technically did get a building I didn't fully pay for, I did run out of cash.
