Probably casher. It's much easier to go through a whole bunch of turns not being dependent on market sales. I'd also suggest being a Republic over a Democracy for a newb.

don't listen to these scrubs the best strat out is there is theo farmer and selling on your private market. Make sure to run 30% military bases before selling on private though.
