are you trying to do special attack (other and standard or planned strike) or is opponent out of gdi range?

I am doing a standard strike. I assume they are NOT out of GDI range because if they were-they wouldn't be able to attack me but they are attacking me.

they can be just outside gdi range and then drop nw and attack attack and gain nw again.

Gdi is 1/4 on primary its not hard to hit someone at edge of that and drop or increase out of range

Humanitarians are the only ones that stop standard strike and ps they are the 4 times rule. gdi is two times but only protects from acts of war.

I have the same problem the last 5 hours of every Express set. GDI won't let me attack anyone, no matter their networth, but I can still be hit. Something is not right.
