Well If the said string as an entirety has not performed any aggressive acts towards other tags and is going to continue doing so in the new tag should not be any FR problems other then maybe butthurt from the tag it left.

There shouldn't be an issue as long as the country waits 72 hours before commencing hostile acts. At least that is they way it was done before, but in the days of the suicider, not sure what goes these days.

But joining a tag that is involved in a war is asking for yourself to be hit as well.
