Yes. The point of attacking once and retalling once is specifically for more land in the game. Using things that just destroy is calling for war.

I was nuked by a player 3 times in response to a landgrab last set. I grabbed him twice more to make up for the land, and messages him nicely that I viewed his nukes as an act of war but would not attack again unless provoked nonetheless.

He told me "you are going down," so I triple tapped him and sabotaged his missiles.

Missile retals are for noobs.

Being human I think missiles in lieu of retals are for players who have no other means of recourse against bottom feeders.
