you aren't member yet. there are some restrictions where new members like you can post and where not due spambots.

there are several "new members" with 15 posts or more and still aren't members.

russian etc boards perms are messed due mARTIAN edited those to prevent spambots to posting there.

yeah you need to be member to post there. I will change your status manually if I can so you can post there. Easiest solution for now.
The board perms have nothing to do with someone changing from new-member to member status.
I think they are set up to be a combination of posts and time but it seems it isn't working correctly:P
