You actually start with 0.

Normal people start with 0 but elite players such as I start with 100. Suckers.

To better explain it:

you start with 0 + 1 turn for every 20 minutes since the reset started up to your max turns.

If you log in 1 hour after the reset starts you start with 3 turns. If you log in a week after the reset starts you start with 120(120)

What are turns?
