At this moment more networth means a higher % is lost, and that in itself is a problem because you lose more if you are bigger anyways, so what I suggest is to change the penalty to the more turns you have played in the set, the higher is your % lost due to government change.

Logic = more time spend under a type of government means change is that much harder on both the people and the economy.

Example:

The base networth lost due to change in government is 7% with a relatibe increase of 1% every 125 turns (0.008 per turn).

This should spice things up during the start up and more creative players can create a wide range of them.
