At the time of your post, you should have been nearing the end of your stockpiling phase. The public market is expensive now. As a theocracy you should be jumping off your private market. depending on the size of your stockpile, you will probably not be able to completely de-stock just from there though.

I'm not sure a theo/farmer is a good choice for the future. the 50% population bonus works against the farmer strategy. civilians eat the most bushels.
