Building costs are mathematically about equal to turns in the very beginning. Once you can use turns to mass explore(if you mass explore) that is superior for sure. But building costs for the first few days allows you to raise your Agri techs faster so I would opt for it up until that point.
Again its all very similar. Team has too many turns for all-xp anyway since you all end up at the same acreage no matter what you do. One turn saved or one turn more of bonuses means 5-6 more acres in the end, which is a very small difference. No way to distinguish oneself with playing better, just with how much time you spend and how little defence you can get away with carrying basically.
