i think theos have a lower selling price, so they get a negative bonus...

theo w/o mil bases with maxed mil tech has higher selling prices on priv than theo with mil bases and maxed mil tech.

but theos with max mil tech has lower selling price than non-theos with equivalent mil tech i think
