Last set I attacked a country with no army. What does it mean? Is he a nub or is he feeding another country? Should he be reported?

primary i assume. that player can be nub or other player's landfarm (which isn't against rules but is against spirit of rules) or just some1 who
doesn't want to get military.

yeah it was primary... but if he knows how to sell his initial 100 troops i dont think he's that nub

no military = no networth

can he still win like that?

Might have been me mate. I usually run a country with no military on servers when I'm busy..just to up the numbers and help the game out.
