I have 463 spies, and zero military, yet my military expenses are 463 as well, and I have 463 listed in spies expense too, is that doubled or what?

No, Spies expenses are a subset of Military expenses which is a subset of Expenses. So the total of spies, troops, jets, turrets, and tanks expenses will = military expenses, and military, alliance/gdi, land and corruption will = expenses

Military Upkeep = ((Troops * .11) + (Jets * .14) + (Turrets * .18) + (Tanks * .57) + Spies) * MilTech% * (1 + Networth/40000000) * GvtBonus * MilBaseFactor

All units have fractional costs except spies.

Spies are 1:1
