I really thought a tyranny techer with 4% warfare tech would deter people from multi-tapping a bit more than it has. Especially if said country is heavy on tanks.

Are people just not looking at a person's warfare tech anymore when they grab them?

they don't notice, or don't care.
what you described (tyr, high tech % and heavy with tanks) i doubt i would hit the once after i got the op, let alone twice.

I was (tbh) grabbing like a douche sort of on purpose. I wanted to see if I could get away with it, like so many claim to. I was too, for a bit...

Nope, only one person has sabotaged my missiles, and he is currently a parking lot.

I sabotaged for 10 turns, got through 9, and still only got half of this guys missiles.

Of course he nailed me back, but we called it even after a salvo of chems.

Strangely I have only been single farmed this set, kind of nice actually. But like you said Rockman I too have 4% warfare tech. so in essence the missiles are working as a deterrent for me.

I think missiles guard only against the first grab against ya and all out farming. If I see a guy with 10 chems but who has been 1 and 2-tapped daily for the past week with no retaliation I'm gonna go ahead and hit him once. I would never farm that guy and/or be the first to hit him tho...

Heavy tanks for some reason I'm usually more wary of, not really sure why.

Agreed even though I do run tank heavy I also stay away from tank heavy farms as they can be very effective.

I don't think they were even concerned about your warfare tech at all. Most players disregard that entirely here. This is probably a legacy of alliance game play where missile retals aren't much of a concern due to heavy penalties for them by the larger alliances.

It's pathetic that it's that way, and has a tendency to reflect in the play of players here, but there's only one way to force the point and that's to missile the sucker who farms you into the dirt right away. If you have lotsa tanks, that's even better since you can then use some of his land to park them on temporarily. :)
