Are people doing this on purpose? This is three sets in a row that I’ve grabbed someone with 240 cs no turns and the name thing.

check when the bots change governments (those that do...)

It's always the first thing that they do before playing any turns and reported on EEstats (under History) at 00:07:01 on Wednesday of every set

for example:

There are also a ton of other ways to know when countries aren't bots. You should not need an op to know a player isn't a bot and thus the 240 cs and 0 turns thing should be the last thing you check.

Searching the news can also help

if they have been attacking ;)
