they are generally only used to lower the private market purchase price. the more you have as a percentage, the higher the reduction.

and more mbs you have less your main strat buildings you got.

for example 1k mbs is quite a big loss to whatever strat usually gets money.

Basically you should specialize in a particular strategy and focus on that instead of having a bunch of different type of buildings. So either build all industrial facilities, all enterprise / residential, all research labs, all farms etc. That way you can pick a government type that complements your strategy and get maximum benefit out of technology. There are some modest exceptions to this, for example a farmer might wish to branch into oil as well, and industrialists often build some farms and oil rigs especially early on but for the most part you just specialize in a particular strategy. The only real reason to build military bases is if you are going to try to resell military from your private market to the public market, since military bases reduce the cost to purchase units on your private market.
