Do spy ops have their own form of DR? or do they count as attacks?

ok after some reading i'm guessing the Dr is the semi protection you get for being attacked repeatedly.

I'm trying to understand why sometimes my people grant me 3 free turns and othertimes 6. Can someone share the # of hours away needed for 6 free turns. and are there larger bonuses if i'm away for 24 hours or more?
