The best way to take him down would be to kill #127 so he can't use DR anymore... or get 127 so low that the 12:1 humanitarian effect would come into play and he cant use DR. Someone should AB #127 into the ground

It can be seen as cooperation and is against the rules. Depends entirely on whether it has been purpously done and has both countries consent.

That's why you wasn't deleted. You admitted to it but you never said you were asked to/discussed it. If they do not have evidence from the other player stating otherwise, it can not be proven.

There has to be clear evidence that leaves no doubt, for you to be deleted.
