so when you grab a lot eventually your prevented from dropping land

but if you die then you can drop land after you restart

instead allow the timer for dropping land to be paused between a country dying and coming out of protection

Or allow dead countries to be farmed.

yeah if both it could potentially lead to exploits, but i think its unlikely both would be put in without consideration
